Board of Health Discusses Videotaping Meeting

The Board of Health discussed potentially broadcasting the meetings on TV9.

The Board of Health is considering airing its meetings on TV9, the local cable access station, which would be a change in board’s established practice. Victoria Kinniburgh was opposed to the idea and explained the previous incarnation of the board’s stance. “We, as the Board of Health, felt that certain things could be misconstrued if things were televised,” Kinniburgh said. “The board felt it was not fair to the businesses.” Kinniburgh said that the Board of Health hearings can be detrimental to the reputation of businesses owners when facts are misconstrued and rumors starts. “I don’t have a problem televising the Board of Health meeting, but I have a little hesitation regarding restaurants regarding violations,” said Francis Cavaco. Seekonk Selectmen Appoint Two to Board of Health

Raymond Grant and Douglas Brown were appointed to the vacant positions.

Following the previous resignations of Dr. William Brown and Gale Nunes from the Board of Health, two new members were appointed to fill their vacancies. Raymond Grant, whose qualifications include a degree in nursing and previous work at both Memorial Hospital in Rhode Island and Children’s Hospital Boston, was appointed to fulfill the remainder of Dr. Brown's term. Grant has been a resident of Seekonk for 45 years. Douglas Brown, whose qualifications includes previous experience as a United States Navy Hospital Corpsman as well as his current status as a licensed practical nurse, was appointed to fulfill the remainder of Nunes’ term. “I want to serve my community,” said Brown, a lifelong resident of Seekonk. Two More Board of Health Members Resign

Seekonk’s Board of Health has two more resignations, leaving selectmen holding two of three seats on the board.

Seekonk Selectmen have two more openings to fill following the resignations of Gail Nunes and Dr. William Brown from the town's Board of Health. The resignations also leave the board with just three members, Chairwoman Vikki Kinniburgh, and two recently appointed selectmen, Francis Cavaco and Bob McClintock. Kinniburgh asked the selectmen to bypass the traditional interview process to hire at least one of three candidates for the opening immediately, so she would not be the only member who is not on the board of selectmen. “I think it’s imperative that we can put someone on the board right away,” Kinniburgh said. Seekonk Selectman Reports Ethical Violation – None Found

Seekonk Board of Selectmen Chairman Dave Parker reported himself to the Massachusetts Ethics Commission after questions were raised about whether selectmen could appoint themselves to the Board of Health last week. Parker wanted to ensure there were no ethical violations when the selectmen appointmented Francis Cavaco and Bob McClintock to the Seekonk Board of Health after no other candidates showed interest. UPDATED: Board of Health Complaint Incurs Legal Fees

The Attorney General's office dismissed a Board of Health complaint alleging Selectmen violated an open meeting law.

Editor's note: In an original version of the story, it was reported that the Attorney General's office charged the Board of Selectmen $1,000. It was later reported the Town of Seekonk's legal counsel charged approximately $800 to draft correspondence to the Attorney General's office. A communication gaff between the Seekonk Board of Health and Board of Selectmen resulted in an expensive price tag paid to the Town of Seekonk's legal counsel. According to Board of Selectmen member David Parker, the Board of Health sent a complaint to the Attorney General's Office alleging the Board of Selectmen violated an open meeting law.
