  • JOINT PUBLIC HEARING to amend the Zoning Ordinance relative to Open Space Residential Development-Standard Design,
  • JOINT PUBLIC HEARING §17–11.0 Definitions Feedstock, Gasification/Gasify, Gasification Facility, Hazardous Waste, Hazardous Waste Facility, Power Plant and Refuse Incineration Facility.
  • PUBLIC HEARING to consider revoking the Class 2 Auto License to Iyanna Auto Sales, 116 Dickens Street

  • Communication from the Planning Board correction-- Under 17-3.4 (19) by deleting “S” and inserting in place thereof “SMC
  • Impose a two year moratorium in Attleboro for any facility utilizing gasification technology. (New Business—Mr. Conti)   
  • Recommendation from the Attleboro Planning Board voting in favor to amend Section 17-3.4 Table of Use Regulations—Community Facilities (#19 Power Plant and #20 Hazardous Waste Facility) and Section 17-11 Definitions of the Zoning Ordinance.(Joint public hearing scheduled for Section 17-11 Definitions on October 18, 2011)
  • Amend Section 17-3.4 Table of Use Regulations-delete Refuse Incineration and amend Section 17-3.4 Use Regulations insert Gasification Facility, Refuse Incineration  Hazardous Waste Facility #19 and #20  (Joint Public Hearing 7/19/11)

 LICENSES

  • Application for a New 2011 Class 2 Auto License from Attleboro Collision, d/b/a K.A.R. Auto Sales, 141 Pine Street
  • Application for a Junk Dealer License from New England Gold and Silver, 661 Washington Street, Attleboro, MA
  • (PUBLIC HEARING on Tuesday, October 18, 2011) relative to consider revoking the Class 2 Auto License issued by the City of Attleboro to Iyanna Auto Sales, 116 Dickens Street, Attleboro Ma. The public hearing is being held to determine whether the licensee is no longer “proper” under the statute, whether the business is still the applicant’s principal business, or whether the location is no longer “suitable” for the business purposes it was originally licensed to conduct.
  • To investigate the problems associated with the large number of banner requests, lack of space to hang banners; and the cost to the city to hang the banners. (New Business—Shannon Heagney)                                                                 
  • To amend Section 9-11 Hackney Carriage (Taxi) Section 9-11 Hackney Carriage (Taxi
  • To investigate the taxi cab rate that is charged from the location of the taxi cab company to the customer’s pick up

CITY PROPERTY & CLAIMS

  • Declare surplus TRUE T-23 Upright Freezer 16 years old-needs value $1200-1500
  • Donation of one oil painting of “Town Crier, Larry Fitton” painted by Theodore Arthur Charron
  • Under M.G.L. 114 the development of an Attleboro Cemetery Commission to join Massachusetts communities Saugus, Shrewsbury, Oakham, Gardner, Salem and Southwick in a governmental oversight to the financial status of private cemeteries and the care and condition of public cemeteries. 

ORDINANCES, ELECTIONS AND LEGISLATIVE MATTERS

  • That three local questions be placed on the State Ballot to amend the City Charter allowing the Elected offices of the Treasurer, Collector and Clerk be appointed positions
  • Petition from residents opposed to the new business to amend the City Charter to allow the offices of the Treasurer, Collector and Clerk to be appointed rather than elected.
  • Communication from Francis Balut relative to an amendment to Section 11-15.3
  • Communication from Francis Balut requesting that Section 11-15-3 and Section 9-1 and any other reference be removed from the Ordinances and to deny the Zoo event waiver requests and any further waivers
  • Section 11-15 Public Drinking, specifically Section 11-15.3, amended in include public hearing-to waive Section 11-15-1.  Public Hearing 10/4/11
  • That the Revised Ordinances of the City of Attleboro be amended That Sunday licensing fees are not charged to registered, non-profit and registered, not-for-profit groups or organizations. Public Hearing 10/4/11
  • Communication from Attleboro Historical Commission - revision in the Demolition Ordinance from 45 days to one year.
  • To amend Section 2-12 Disposition of Property, Tangible Supply (adopted 4/7/05)
  • "Child Safe Zone" Ordinance for your consideration.  Public Hearing 10/4/11 
  • Open Space Residential Development-Standard Design, Open Space Residential Development-Affordable

BUDGET & APPROPRIATIONS

  • Transfer $20,073.82 from Account 11241000-578300 (City Wide – Reserve Fund for Transfer) to two accounts
  • To amend Section 9-43 Breakdown of fees by adding language relative to a late fee being charged for any dog not licensed prior to June 1 of that year.
  • To establish a procedure for notifying the business community of proposed new ordinances or revisions to existing ordinances that may impact their businesses. (New Business—Mr. Cook and Mr. Bergevine)
  • That an ordinance be established requiring that all fees enacted by the city be reviewed on a bi-annual basis
  • Local Option Room Occupancy Excise tax.
  • Create and implement, beginning in FY06, a Cash Reserve Policy 
  • Create and implement beginning in FY06, a Debt Policy.

PERSONNEL & HUMAN SERVICES

  • Ordinance relative to Senior Tax Abatement Program

PUBLIC SAFETY & EMERGENCY MANAGEMENT

  • To investigate the possibility of purchasing a software (such as dragonfly)
  • To investigate the City creating an ordinance requiring reflective number plates
  • To investigate installing the GIS (and Crime Mapping for Police) system for use in the Police and Fire
  • To look into the possibility of banning all outdoor burning

CAPITAL IMPROVEMENTS AND CITY DEVELOPMENT

  • $7,504.00 Community Development Block Grant for FY2012 to Recreation and approve expending funds to fund two Youth Advocate positions in Attleboro Youth Center.
  • To establish a procedure for notifying the business community of proposed new ordinances or revisions to existing ordinances that may impact their businesses. (New Business—Mr. Cook and Mr. Bergevine)

TRANSPORTATION & TRAFFIC

  • That a “STOP” sign be installed at the intersection of Bliss and Hebron Avenue and to refer to the Traffic Study Commission
  • Communication from Steven Barton, 260 Park Street (has no driveway) relative non residents parking in front of his home
  • Letter from the Morin family, residents of May Street, to the Municipal Council, with concerns relative to May Street.
  • To investigate erecting a “Traffic Light” at the intersection of Thacher Street and Rathbun Willard Drive

PUBLIC WORKS

  • Transfer $4,402.50 from (City Wide -Reserve Fund for Transfer) to (Public Works – Professional Services). 
  • Transfer $2,500.00 from (City Wide – Reserve Fund for Transfer) to (Park & Forestry – Equipment Maintenance). 
  • Recommendation from the Planning Board voting in favor to discontinue of a portion  the Scott Street right–of–way layout
  • Amend Section 16-13 Cross Connections and Backflow Prevention
  • Communication from Public Works, in opposition to the discontinuance of a portion of Scott Street.
  • Communication from Fire Department does not have an objection to the discontinuance of a portion of Scott Street
  • Communication from residents of Scott Street and Longfellow Street opposing the discontinuance of a portion of Scott Street. Petition of John Martins, 24 Rice Street, S. Attleboro, MA to discontinue 201 feet of Scott Street, said premises located on Assessor’s Plat 3, bounded by Lot #’s 25, 26, 50 & 51, (public hearing on July 19, 2011)
  • Petition from residents of Ed Ledger Drive and Kathy Lane in support of having both streets
  • Albert Richmond, the residents of Dean Street to pave the street and install new sidewalks. ‘
