Elected City Official

Mr Mayor is it legal for an individual to hold an elected city position if they have not paid Attleboro  property taxes for years? I am also certain their is a clause the prohibits any person to hold a government elected position who have failed paying property taxes or their credit rating is below a certain bench mark. I know it is like that for state and federal government.
