I am thinking the Warrant attached here is a draft. I don't seem to have the what the Finance Committee or the BOS recommend and there a quite a few articles on the above warrant don't have who or what committee submitted them.

This is not a draft. It's from the Town's website and is signed by BOS members and the constable. I believe the recommendations will appear on the warrant handed out tonight. The warrant with articles is supposed to be posted at least 21 days before the meeting and actual figures for the warrant articles posted at least 14 days before the meeting. I'm not sure why the latter wasn't done, except likely the hurricane interfered.
